During the period of 1893 through 1914 it was the work of the Dawes Commission to determine who was qualified for individual land allotments in the Indian Territory. Over 300,000 members of the five civilized tribes -- Cherokee, Chickasaw, Creek, Choctaw and Seminole -- were subjected to enrollment but over two-thirds were rejected. This study focuses on the organization and procedures of the Dawes Commission to clarify how enrollment and allotment decisions were made and implemented.
